As a Financial Administrative Specialist, you will:
Manage NRLFO accounts payable operations. Maintain liaison on payment matters with internal and external stakeholders in accordance with applicable laws and regulations as well as accurately recording cost and payment transactions within financial systems. Ensures proper recording and approval of DOE Payment and Collection (DOEPAC) and Interagency Payment and Collection (IPAC) transactions Conduct funds reconciliation and financial analysis. Manage payroll administration and execution. Conduct internal control testing, review of contractor performance, and general ledger management. At least one year of specialized experience equivalent to the GS-7 level or NQ-01 pay band which demonstrates experience in collecting and processing financial data to prepare a variety of reports and the ability to analyze those reports in order to draw sound conclusions; and experience in applying accounting theory, principles, and procedures in order to review contractor's activities, document findings and make recommendations for improvements. (OR) Completion of a Masters Degree or two (2) years of progressively higher graduate education in a related field. (OR) A combination of specialized experience and education. Knowledge of legislative and administrative processes, laws including the Prompt Payment Act, regulations, directives, circulars, Comptroller General Decisions and related interpretations relating to financial management. Ability to interpret accounting data, procedures and policies in order to prepare analysis for recommendations. Ability to prepare, interpret, and analyze financial management and accounting data processed by computers. Ability to create oral and written presentations. Ability to interpret accounting instructions. Ability to design, implement, and assess internal control processes and systems. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
