Lottery Game Director

Under the general direction of the Manager, Lottery Games Operations, the incumbent will create and manage an infrastructure within the Lottery Operations Unit that will provide support to customers and retailers, establish streamlined processes to document and track user requirements, balance gaming system and winner results, optimize customer acceptance testing for the Lottery's gaming system and digital customer and retail solutions. This position is also responsible for ensuring continuity of lottery business operations and compliance of the lottery's gaming system provider. Duties include, but are not limited to the following:
o Provide leadership, oversight and management of the Lottery Support Services Unit and staff; 2 shifts, 365 days/year. o Support the Manager, Lottery Games Operations and collaborate with stakeholders to ensure technical systems, support functions and cross-functional solutions are operating as designed. o Manage operational projects assigned to Lottery Support Services staff. o Collaborate with Lottery Chief Financial Officer and gaming systems vendor on RACI guidelines. o Establish functions and controls that provide proper oversight of the Lottery's gaming system and hold gaming system vendor accountable; track, evaluate, report and resolve issues quickly to minimize business impact. o Lead monthly vendor gaming system compliance sessions, establish measures and ensure full contract compliance. o Manage customer acceptance testing for the Lottery's gaming system and digital customer and retail solutions. o Develop and oversee lottery operations business continuity plans, conduct semi-annual tabletop exercises and lead annual business continuity exercise to test effectiveness of plan. o Establish structured processes to support ongoing customer, retailer and systems activities. o Coordinate retailer and vendor accounting matters with Lottery Chief Financial Officer. o Assume ownership of applicable policies and procedures; create, review and update as needed. o Ensure lottery draw games are properly closed and sales and winner results balance with internal control systems; ensure procedures comply with lottery and multi-jurisdictional requirements. o Identify potential weaknesses in processes and procedures and establish controls. o Comply with laws, rules, regulations, contracts and internal controls.

Salary Range:
From $99415 to $125629 Annually
Minimum Qualification
Open-competitive:
A bachelor's degree in accounting, business, communications technology, data processing, economics, computer or electrical engineering, finance, or marketing; AND six years of management experience, including three in a supervisory capacity; five years of which must have involved oversight of:
financial reconciliation, auditing, or internal controls; AND software systems applications or secure electronic communications networks; AND two years of which must have been in an area of state-operated lotteries. A master's degree may substitute for one year of the non-supervisory experience. A permanent appointment is available to those individuals who are eligible to transfer via Section 52.6 of the Civil Service Law; OR Promotion:
Must have one year of permanent competitive service in any of the following titles:
Lottery Video Product Manager, M-2, or Lottery Research and Program Development Specialist, M-2, or Manager of Lottery Retail Operations, M-2, Director of Lottery Security, M-2, Lottery Regional Manager, M-1, Corporate Accounts Manager, SG-25. If there are three or fewer qualified candidates in the department promotion field interested in this position, a permanent appointment may be possible pursuant to Section 52.7 of the Civil Service Law, for a qualified Gaming employee who meets the qualifications for the position. There is no Civil Service eligible list for this title. A provisional appointment may be made to individuals who meet the minimum qualifications. Provisional Appointment:
Provisional employees have no Civil Service status and acquire no vestee rights by virtue of their temporary or provisional service. The appointed individual must take the next exam, pass it, and be immediately reachable on the list in order to maintain their position.Estimated Salary: $20 to $28 per hour based on qualifications.
