The Data Analyst 3, reporting to the Director of the Data Reporting and Analytics Bureau, will be responsible for overseeing the training and implementation of the data management practices. The incumbent will direct staff to carry out research and data analytics projects and operations, using a variety of data analysis methodologies, to support data driven decisions. Duties include but are not limited to:
- Manage day-to-day operations including review of incoming data requests and prioritization. - Oversee Division data sharing and ensure adherence to the data sharing policy and procedures. - Collaborate with other OPWDD staff on data projects. - Participate in the OPWDD Data Community of Practice. - Establish a quality assurance practice to ensure final products use sound methodologies, are properly documented and address the needs of the requester. - Create and oversee workplans for all data projects to ensure timely and reliable deliverables. - Design and implement the bureau policies and procedures and ensure staff receive appropriate training. - Provide Director with progress reports and escalate when appropriate. - Oversee the development of Bureau written proposals for projects and supervise the approved projects to successful completion. - Work with Division leadership to understand key business processes and related data. - Implement the data capture and performance metrics identified in the Division Performance Management Plan. - Liaise with OPWDD Leadership and NYS Information Technology Systems (ITS) to ensure information system/information technology address business requirements. - Work with ITS in standing up a cloud database environment for DA projects. This position is a newly classified position and is pending placement into the non-competitive jurisdictional class. Until such approval, all appointments will be made temporary, pending jurisdictional class (JC). Once placed in the non-competitive class, the appointment type will be converted to permanent. Salary Range:
From $97826 to $120492 Annually
Minimum Qualification
Non-competitive:
one year of permanent service as a Data Analyst 2 OR bachelor's degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, and five years of experience in data visualization, and statistical models and data mining tools. Substitution:
A master's degree in the above fields may substitute for one year of the specialized experience. A Ph.D. in the above fields may substitute for two years of the specialized experience.Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
